The Chestnut Lane project, estimated between $775,000 (local funds) and potentially delayed until 2033 (CRTPO funding), is prioritized by the council for local funding to ensure an earlier completion around 2030. The Matthews Indian Trail Road project is considered lower priority. Council also discussed the possibility of using a portion of the $150,000 state budget allocation for capital needs towards this project.
Lawyers Road Commercial Project Approved by Council
The council considered a conditional rezoning application for the Lawyers Road commercial office project, which proposes a non-residential commercial and office development on approximately 1.23 acres at 14721 Lawyers Road. The request was to rezone the property from single-family residential 1 to conditional zoning mixed-use 2. Modifications to the conditions included prohibiting tattoo parlors and requiring the building to be brick, following the style of the shopping center across the road. A 5-ft sidewalk and increased buffering were also included. The project was approved.
Stallings Council Approves Revised Conditional Zoning Process Policy
The council discussed and approved a revised conditional zoning process policy, which eliminates subcommittee meetings and consolidates public discussion and deliberation into the main council hearing. This change aims to increase transparency by having all discussions and public input occur in open session. The new policy will maintain the standard process of neighborhood meeting, planning board, and then council hearing, with a deferral period for council decisions. Council members expressed varied opinions, with some favoring the increased transparency and others concerned about losing the opportunity for earlier feedback.
Stallings Council Approves HOA Notification and Explores Digital Outreach for Development Applications
The council discussed and approved a revised policy for public notification of development applications. The policy maintains the 500-foot mail notification radius but adds notification to Homeowners Associations (HOAs) adjacent to the 500-foot area. Staff was also directed to research and report back on digital methods to improve outreach efficiencies. The initial proposal to expand the radius to 1,000 feet was deemed too costly and labor-intensive, involving significant increases in mailings and staff time. The council voted to approve the HOA notification addition and further investigation into digital outreach.
